OHCHR initiates mapping of conflict related rights violations

The Conflict Mapping initiative is a component of the Peace Through Justice Project being implemented by United Nations Office of the High Commissioner for Human Rights in Nepal (OHCHR-Nepal) with funding from UN Peace Fund for Nepal to support Nepali transitional justice mechanisms. The objective of the project is to draft a report and create an archive of conflict related human rights violations which will be handed over to the Ministry of Peace and Reconstruction. When established, the report and archive will also be presented to the Truth and Reconciliation Commission and the Commission of Inquiry on Disappearances to assist them in their pursuit of the truth, in ending impunity and in establishing appropriate reparations for victims of the conflict.

Drawing on the archive of over 20,000 documents relating to the conflict - including OHCHR’s own files and records compiled from extensive field-based monitoring - the team of international and national experts is drafting a report that will identify and, for the first time, systematically categorize existing, documented allegations of the most serious human rights and international humanitarian law violations committed during the internal armed conflict. These will include such categories as unlawful killings, torture, disappearances and sexual violence.

As well as bringing cases which have never been investigated or prosecuted to the attention of the Commissions, the report will identify patterns and trends of violations associated with the conflict and will provide analysis of the relevant international standards to assist the Commissions in their work.
